Dr. Carl C. Papandrea is a licensed psychologist specializing in comprehensive psychological evaluations for children, adolescents, and adults. He earned his Doctor of Psychology (Psy.D.) and Master of Arts in Counseling Psychology from Saint Elizabeth University—an APA-accredited program—after completing his undergraduate studies in psychology at Rutgers University.

Currently, Dr. Papandrea serves as Director of Mental Health at Essex County Correctional Facility, the largest jail in New Jersey, where he oversees clinical services for individuals with complex mental health and forensic needs. His expertise extends across both correctional and community settings, where he has conducted evaluations including:

• Risk and violence assessments
• Competency to stand trial and criminal responsibility evaluations
• Custody and parenting capacity evaluations
• Psychosexual and forensic assessments
• Neuropsychological testing and diagnostic clarification

Dr. Papandrea also brings extensive experience working with youth and families in the New Jersey Children’s System of Care, as well as evaluations for autism spectrum disorder, intellectual and developmental disabilities, and service eligibility through the New Jersey Division of Developmental Disabilities (DDD). His evaluations provide practical, accessible guidance to families, schools, and agencies navigating complex systems of care.
